About the Project
Lockheed Martin selected Hensel Phelps to partner in the development of launch and support facilities for the next-generation Evolved Expendable Launch Vehicle (EELV). The U.S. Air Force envisioned the EELV and its new family of launch vehicles, the Atlas V series, would replace the 30-year-old Titan launch technology that had exceeded its program life expectancy. With Atlas V, the new family of three or four boosters would place a full spectrum of government and commercial payloads in low- and high earth orbits.
CONSTRUCTION
This design-build project involved the construction of the Vehicle Integration Facility (VIF), a 7-foot by 282-foot high structure with multiple levels of structural steel clad with insulated metal siding. The VIF features a 60-ton, enclosed overhead crane and a 270-foot-high vertical accordion mega-doo. It has seven levels of moveable work platforms attached to the structure. Hensel Phelps also made modifications to the launch pad included launch deck, launch exhaust duct, pad equipment building, pad HVAC shelter, and various site systems.
FACILITY SERVICES
Hensel Phelps provided Facility Management (FM) and Operations and Maintenance (O&M) for the Atlas V, Launch Complex 41, Command and Control Center.
Hensel Phelps provided FM and O&M services for the Command and Control Center of the Evolved Expendable Launch Vehicle (EELV) for the Atlas V Program at Launch Complex 41 (LC-41).
Hensel Phelps delivered a Transition to Stabilized Occupancy (TSO) program to transition the facility from the construction phase to operations. The transition phase included developing and implementing a Maintenance Management Plan (MMP), loading the Computerized Maintenance Management System (CMMS), and developing the maintenance operating procedures, as well as standard and emergency operating procedures. This included critical calibrations of all system sensors in the launch vehicle HVAC system and FM and O&M services.
